Somewhat optimistic estimate from 2010 — https://www.networkworld.com/article/2227353/can-large-scale-nat-save-ipv4-.html — suggests thousands of customers per IP address. For our any-UK-mobile-network 4G SIM product, we've started much more conservatively: ~100 devices per IPv4 NAT address.
